The Legislative & Resolutions Committee is the engine of advocacy where the voice of the enlisted force is transformed into decisive action. 

Charged with identifying critical issues, shaping impactful resolutions, and driving legislative change at both the state and national levels, the committee ensures that every concern, challenge, and opportunity facing our service members is not only heard but acted upon.

Through strategic research, policy development, and direct engagement with lawmakers, the committee bridges the gap between those who serve and those who decide—delivering results that strengthen benefits, enhance readiness, and protect the future of New York’s enlisted force.

Advocate

  • Support, promote, and defend policies, laws, and initiatives that benefit both the enlisted force on the State & National level.

  • Help shape decisions, policies, and opinions through leadership, communication, and strategic collaboration.

  • Giving the enlisted force & their families the tools, opportunities, and support needed to create positive change and have their voices heard.

Legislative Advocacy 

What we do 

We actively engage with state and federal lawmakers to advocate for policies that directly impact the New York National Guard and the broader Guard community. This includes:

  • Pay, benefits, and retirement reform
  • Healthcare access and TRICARE improvements
  • Education benefits and GI Bill protections
  • Employer support and ESGR initiatives
  • Readiness, training, and quality of life issues

Resolutions Program

Resolutions are the foundation of our advocacy efforts.

A resolution is a formal proposal that identifies a problem, provides supporting evidence, and recommends a solution. Once adopted, resolutions guide EANY’s legislative priorities and can be elevated to the national level through EANGUS.

What you need to know for submission.

Before you submit 

Ensure your proposal includes:

  • A clear problem statement
  • Who is affected (states, personnel, components)
  • Background and justification
  • Recommended solution
  • Supporting data or references

Submission Process:

  • Complete the EANY Resolution Submission Form
  • Submit supporting documentation (optional but encouraged)
  • Receive confirmation and tracking
  • Review by the Resolutions & Legislative Committee
  • Presented for state-level consideration
  • Potential elevation to EANGUS national conference

The Enlisted Association of the New York National Guard (EANY) Resolution Form is a tool that gives members a voice in shaping the future of our organization and advocating for change. It provides a structured way to identify issues, propose solutions, and formally submit ideas that can impact policy, benefits, and the overall well-being of New York’s enlisted force. Whether the concern is at the state or national level, this form ensures every submission is clearly presented, reviewed, and considered for action.
